The SkimNotes framework is included in the Skim app. But why do you ask? A framework is not for installation. At most the also included command line tools may be installed.

Ok thank you. I thought it could be more features in that framework.

No, it’s not meant for users. It’s meant for third party apps to include to add support for Skim notes.
