I'm unable to add text to, edit text in, or delete Plain Text Notes.

Yes, that’s an open bug. Unfortunately PDFKit has made it very hard, or impossible, to redraw the image in the pdf view. And I have found nom way to work around that. We can only hope Apple will fix that soon.
